Application Information
The Planning Department is responsible for processing land use applications in the unincorporated areas of Morrow County (if you are inside any city limits, you will need to contact the particular city).
Our Permit Process Checklist will help guide you with the correct steps to take and the applications needed. If you are unsure what application you may need, staff can assist you.
Zoning Permit Application - If the use is permitted outright on the subject property, a zoning permit is required for new construction and additions or after a land use permit decision is obtained. Include the appropriate fee as stated on the form, completed site plan and signatures of ALL property owners. (Required for all structures over 100 sq. ft.)
Rural Address Application - Addresses are assigned to structures for E-911 purposes, an approved access is required. If the property does not have an existing approved access, a Site Approach Permit must first be obtained from Morrow County Public Works. Public Works must sign off on the Rural Address Application prior to submission to the Planning Department.

A Land Use Compatibility Statement (LUCS) is required from our department for onsite septic installations, repairs, replacements and inspections. Once completed and authorized by our department, the form will then need to go to Umatilla County Public Health for the requisite permits. For all on-site septic permits and inspections please contact Umatilla County Public Health.
